An emergency plan is a written document detailing how a workplace and its occupants deal with or manage an emergency and must satisfy the minimum requirements of the Building Fire Safety Regulation 2008. An effective emergency plan consists of the preparedness, response and review activities and includes the agreed emergency management roles responsibilities, strategies and system arrangements for the site. The level of detail in the emergency plan will depend on the complexity of the activities at the workplace involved, how much and what types of hazardous materials are stored or used at the site.
Typical requirements include but are not limited to:
• Building & Owners details - name, address, contacts
• Evacuation coordination procedures
• Instructions for evacuating the building in line with the above procedures
• Method of operation of firefighting equipment
• Procedures for obtaining required instruction and training, and their records
• Names and details of persons responsible for providing training or carrying out procedures
• Fire Safety Advisor details for high occupancy buildings
• Prescribed approval documentation
• Evacuation Diagrams
Fire Safety Advisory and Training will;
• Conduct a survey of the property to identify the methods of evacuation
• Discuss with on-site persons to develop a site-specific evacuation plan
• Compilation and supply of Emergency Evacuation Plan and Fire Safety Management Plan (if required)
• Advise the requirements of building occupant training needs and resources i.e.
Emergency Wardens, First response evacuation instruction/training, Evacuation coordination instruction/training, Fire Safety Equipment

In short, a building is classed as Budget Accommodation when it is used to house 6 or more persons who share a bathroom or sanitary facilities. However, the full definition, including exemptions can be found in Section 216 of the Building Act 1975.
